UK Business Licence Guide

Licence requirements depend on your local council, business type, premises, products and trading activity. Use this guide as a planning checklist, then confirm the current rules officially.

Where to check first

GOV.UK says some business activities may need a licence, permit or certification, and the licence finder may not include every licence you need. That is why StartCost UK calculator pages include a council warning instead of pretending one national answer applies everywhere.

Search GOV.UK Licence Finder for the activity and nation you trade in.

Check your local council website for street trading, markets, food, beauty, waste and premises rules.

Check landlord, lease, mortgage or tenancy permission if working from home or a rented room.

Keep training certificates, safety checks and risk assessments where relevant.

Recheck rules when you add services, move council area or hire staff.

Business types that often need extra checks

Food businesses may need food business registration, hygiene processes, allergen information, pitch permission and street trading consent. Beauty businesses may need treatment registration or premises checks depending on local rules. Outdoor services may need permission for commercial sites, public land, waste water, chemicals or work at height.

Ecommerce sellers should check product safety, labelling, imports, VAT and regulated categories. Dog grooming businesses should check premises, animal welfare, waste water, noise and insurance conditions. If a client, venue or market asks for documents, build the cost into your startup budget.

Licence costs in your startup budget

Add a dedicated licence and permit line to your calculator even if you expect the fee to be zero. The real cost may be time, paperwork or adapting your setup to meet site rules. If you change location, sell at events or add a regulated service, update the budget.

Important disclaimer

All costs are estimates. Prices vary by supplier, location, business model and local council requirements. Always check current prices, insurance quotes and official rules before starting.
